Risk boundary
The risk is forced sameness. If one set is always correct, every player converges on it and the collection loses personality. If set bonuses are too weak, players learn to ignore them and the system becomes decoration.
Healthy set design lives between those failures. Bonuses should be specific enough to matter and bounded enough to invite alternatives. A set can make a resource route attractive without making every other route foolish.
